For my money, the best cop film ever made is Sidney Lumet's Prince of the City ('81) starring Treat Williams, Jerry Orbach and Bob Balaban.
Now it's 167 minutes long with no sex appeal and no gunplay, it's mostly a dirty-cop procedural-morality thing, so naturally it doesn't have the following that it deserves, but it's as good as it gets. I love the bum-bump...bum-bump that opens (and closes) the film. Witness:
